An account the campaign accepts, that can post natively. A brand-new profile made this afternoon still starts cold: the feed has nothing to work with. You do not need followers. You need a few posts that look like a person, not a blank shell.

A campaign whose rules you actually fit. Country, platform, length, audio. A high rate on a brief you cannot deliver is still zero.

New account versus unused account

If you already post, even badly, use that. The feed has a pattern. Switching to a fresh handle to "go pro" throws the pattern away for a number that does not matter.

The rate is the campaign's, per thousand views, not per follower. A larger account can produce more views. That is volume, not a higher unit price. If a buyer is paying you extra because you have a following, you are in influencer-land, not clipping.

Should I buy views to get started?

No. Fake reach is how you waste a campaign and poison the account. There is no shortcut that is also a first payout.
